Stephen Davis is Chairman and Chief Executive Officer at Davis & Floyd. As a son of the firm’s late cofounder, Emmett I. Davis, Jr., he has spent his entire career working with the company, strategizing its growth across South Carolina to better serve clients in the communities where we live, work, learn, and play. A pioneer in Traditional Neighborhood Development, also known as New Urbanism, Stephen takes an active role in mixed-use projects. These involve award-winning, authentic communities, including Habersham in Beaufort, SC. He enjoys helping shape communities by creating “new old places” where people want to reside. Because every project starts with a plan, Stephen launched Davis & Floyd’s Studio Planscape to create sustainable spaces that seamlessly combine modern designs with unique landscapes, while protecting the integrity of the surrounding environment. He emphasizes the importance of incorporating sustainability and conservation into Davis & Floyd’s projects, treading lightly on land, preserving trees, and protecting sites from heavy environmental impacts by integrating the natural landscape. Client-focused, Stephen commits to understanding clients’ critical needs when developing efficient solutions for their various challenges, including creatively identifying funding options and working with local, state, and federal agencies to advance projects. Outside of his role at Davis & Floyd, Stephen is involved with real estate development and timber-related activities with a high measure of conservation integrated in both. He serves as board member for Countybank, member of YPO, session member for the Associated Reformed Presbyterian Church, past chairman of The Citadel Foundation, and former board member for the South Carolina Department of Natural Resources.

As President of Davis & Floyd, Josh Fowler brings diverse experience and knowledge of business operations and engineering, contributing a global reach and local focus to lead enhanced growth efforts in a strategic direction. He is tasked with the goal of continuing to build Davis & Floyd’s high-performing team grounded in its long-standing family culture. Throughout his career, Josh has served in various leadership roles, mostly in professional services, plus 6 years in manufacturing sales and marketing. Most of his consulting work has been in water/wastewater with some experience in industrial and economic development, as well as industrial regulatory compliance. Josh is passionate about growing people, teams, and communities. He is involved in the Rotary International (Club of Greenville), where he is a past board member and currently serves on the Annual Fundraiser committee. He is a former president of South Carolina Society of Professional Engineers (SCSPE) Educational Foundation and former SCSPE board member. He served on the American Council of Engineering Companies of South Carolina (ACEC-SC) Environmental Committee. He has participated in several chambers of commerce (currently on the Greenville Chamber Board of Advisors) and economic development organizations, including South Carolina Economic Developers’ Association (SCEDA). He is a member of American Water Works Association (AWWA), Water Environment Federation (WEF), and National Society of Professional Engineers.

Jason Eppley serves as the Chief Operating Officer at Davis & Floyd, responsible for the overall daily business operations of the firm. He is experienced in structural design and multidisciplinary project management. Jason was named to the Board of Directors of the American Council of Engineering Companies of South Carolina (ACEC-SC) in 2017 and was selected to serve on the executive committee as secretary/treasurer in 2018. He rose through the ranks of vice chair and chair and finished his service on the executive committee as immediate past chair in June of 2022. He is also a graduate of ACEC-SC’s Future Leaders Program class of 2011-2012.

As Chief Engineering Officer, Mike Horton oversees Davis & Floyd’s technical delivery of professional services and leads its project management and project delivery programs and practices. Mike’s professional background and passion is hydraulics and hydrology, where he continues to develop practice leaders in water resources infrastructure and leads teams in the study and design of projects that involve coastal and riverine hydraulics for infrastructure development, flood hazard mitigation, and resilience to climate change. Mike was named SC Civil Engineer of the Year by the South Carolina Section of the American Society of Civil Engineers in 2017.

Thomas (Tommy) Jordan serves as Vice President and Environmental Manager for Davis & Floyd. Having a long tenure with the firm, he has multidisciplinary engineering experience in all market sectors. As a NEPA practitioner, he prepares Site Certifications Reports for Economic development clients and Environmental Assessments (EAs)/Categorical Exclusions (CEs) for numerous highway and other federally funded projects. These comprehensive environmental documents study the applicable requirements which lead to decisions for those projects. Tommy oversees design, permitting, and compliance for a wide range of industrial and solid waste management clients addressing issues related to air quality, water quality, streams, wetlands, noise, floodplains, threatened and endangered species, cultural resources, wastewater, hazardous waste, borrow pits, and contaminated sites. He leads a team that develops Stormwater Pollution Prevention Plans (SW3Ps) and Spill Prevention Control and Countermeasures (SPCC) plans as well providing Form R and Tier II Reporting. Additionally, Tommy conducts and writes asbestos and lead-paint surveys and serves as project designer abatement design, building demolition, and material disposal.

Brent Robertson serves as a Vice President and discipline leader for the Civil Site Engineering and Land Planning divisions for Davis & Floyd. He works with our teams in the Greenville, Greenwood, Charleston, and Beaufort offices and is a registered engineer in South and North Carolina. Brent’s career started in structural engineering but found his passion with civil site design, where he gained experience with the development of sites including site layout, stormwater/erosion control design and permitting, utility design and permitting, road layout and design, subdivision planning and development, and topographic surveys. He enjoys working on a variety of projects across our multiple market sectors with a primary focus on the industrial, public, and private sectors where he serves our current client base while also developing relationships with potential clients. Brent is a member of the American Society of Engineers and enjoys time with his family and attending live music events.

As Vice President of Transportation, Brice Urquhart has progressive experience managing, designing, and providing on-site engineering for over $1B worth of complex design-build and design-bid-build transportation projects. His experience from both the construction site and design office offers a unique perspective and approach to project designs that are constructable and cost efficient. His on-site experience includes projects totaling over 17 miles of bridges, some located in complex roadway and interchange environments. Brice has been the principal design manager of several complex design-bid-build and design-build projects including interstate, rail, and toll facilities. He focuses on the pursuit, development, and principal management of transportation projects for SCDOT, municipalities, and private entities.

As Vice President at Davis & Floyd, Todd is responsible for leading the firm’s structural engineering group. He has spent his career designing and managing a multitude of projects crossing many markets. He has been involved with a variety of projects including road improvements, bridge inspections, bridge replacements, design-build, water/wastewater treatment facilities, and building expansions/replacements for various private, state, and local agencies.   As a registered professional engineer in multiple states, his expertise also includes program management for sales tax-funded infrastructure programs, where he directs all aspects of projects involving bridges, buildings and other structures, drainage and stormwater design, water and sewer design, traffic/transportation engineering, utility coordination/SUE, public involvement, and contract management. Todd is a member of the American Council of Engineering Companies and is involved in a variety of community organizations.

As Vice President, Steve Andrews serves as our Beaufort Office Leader. He has honed his leadership skills by managing the successful completion of countless civil engineering and surveying projects in the Lowcountry. He coordinates multidisciplinary teams to bring projects from the planning and permitting stages to final design and contract award. He specializes in the design-build approach, teaming with contractors to meet clients’ drainage, road, public/recreational facilities, and other infrastructure improvement needs.
