The City of Sumter retained Davis & Floyd to provide engineering services for development of a new water treatment plant necessary to respond to anticipated growth in the area, specifically the new Continental Tire manufacturing facility.

Davis & Floyd provided full-time, on-site representation; startup assistance; and operations and maintenance manual for the new water treatment plant with an initial production capacity of 4 MGD, expandable to 6 MGD. Our team coordinated with Harper General Contractors on this design-bid-build project.

The City of Sumter can now provide water service to industrial customers and sites in the US 521 corridor, southeast of the city, as well as meet current and future water demands.

Design included induced draft aeration for iron removal; settling basins; high-rate dual media gravity filtration; disinfection, corrosion, and fluoride chemical addition; clearwell storage and high service pumping; and backwash settling basins for recycling water back to the plant intake for sustainability and energy efficiency.

The project delivery met the owner’s overall goals as the design team worked closely with the owner’s staff to develop project criteria and operation needs under budget.

This project received an American Council of Engineering Companies of South Carolina Engineering Excellence Award.
