Sangaree Parkway and Royle Road, adjacent to Sangaree Elementary and Intermediate Schools, had a high volume of traffic that endangered students, parents, staff, and other pedestrians crossing the intersection. To improve safety for those walking to the schools, Berkeley County contracted with Davis & Floyd to provide design and permitting services for intersection improvements.

Intersection Improvements

We coordinated with Berkley County, Berkeley County School District, and South Carolina Department of Transportation (SCDOT) to design intersection improvements, which included a new roundabout. Our team developed parking lot improvements to include drop-off/pickup stacking lanes, providing additional storage and alleviating SCDOT concerns of school traffic backing up onto Royle Road and disrupting traffic flow. For pedestrian safety, we created sidewalks and a pedestrian bridge for crossing Royle Road.

Pedestrian Bridge

Due to the pedestrian bridge’s location within SCDOT right-of-way, we designed it according to SCDOT and American Association of State Highway and Transportation Officials (AASHTO) standards and specifications. Precast slabs were utilized for the ramp structures and a prefabricated steel truss bridge was specified over Royle Road to expedite construction. Close coordination with SCDOT district office and headquarters was required for the encroachment permit to be issued without delay.

We designed water and sewer utility relocations for Berkeley County Water & Sanitation in the vicinity of the roundabout and pedestrian bridge. We also completed all land disturbance and encroachment permitting with Berkeley County, SCDOT, and other local agencies.
