Ashley Phosphate Road & I-26 Interchange | US 17 ACE Basin Widening
The Citadel - Design & Construction of Four Barracks | CRM West Program
Daniel Island School | Spring/Fishburne/US 17 Drainage Improvements
Charleston, SC

Davis & Floyd provided CEI services for this highly complex interchange improvement project at Ashley Phosphate Road and I-26. This included widening of Ashley Phosphate Road, construction of US 52 fly-over bridge and Ashley Phosphate Bridge, on and off ramps, monitoring and disposal of contaminated soils and material, 7 miles of roadway widening, traffic signals, and 300 drainage structures. Davis & Floyd was responsible for CEI services, including quality assurance of construction stake out, compliance of all inspections, materials, and samples with the contract, and coordination of utility relocation, field design changes, and all other related CEI tasks. Construction cost exceeded $50 million and was completed, closed out, and turned over to SCDOT. This project received the American Council of Engineering Companies of South Carolina (ACEC-SC) Engineering Excellence Award.

Beaufort & Colleton Counties, SC

For this design-build project, Davis & Floyd served as the lead engineering firm, providing roadway and bridge design; construction engineering; environmental permitting and compliance; utility coordination; right-of-way acquisition; surveying; and community relations. The project widened approximately 9 miles of US 17 from Gardens Corner (Beaufort County) to north of the Combahee River marsh (Colleton County), improving the highway’s safety, while preserving the ACE Basin’s pristine beauty. Improvements included widening from 2 lanes to a combination of a 5-lane rural section and 4-lane divided section. An innovative “tear drop” interchange, the first in South Carolina, saved approximately $5 million in construction costs. A multi-purpose path meanders through the trees, allowing bikers and hikers to enjoy this scenic area. This project received the highest Quality Management Team (QMT) Inspection Score in South Carolina.

Faced with a decision to renovate or replace the four barracks constructed in the 1920s - 1940s, The Citadel contracted Davis & Floyd to provide the evaluation and subsequent design of four barracks on the campus. Davis & Floyd began by conducting a comprehensive study of approximately 400,000 square feet of barracks in four buildings and their supporting utilities. This investigation required topographic and utility surveys, evaluation of foundations with regard to seismic requirements, and testing of all building materials and systems. Life cycle studies and renovation cost comparisons ultimately determined the relative cost of renovation versus replacement.

Davis & Floyd served on the Construction and Resource Management West team (CRM West) for SCDOT. CRM West assisted SCDOT in accomplishing 27 years of planned transportation improvements in only 7 years, totaling approximately $600 million in construction work on over 50 projects. Davis & Floyd had total design and survey responsibility for 12 projects involving new highway construction, highway widening, bridges and associated drainage, and other improvements. Davis & Floyd provided construction engineering and inspection (CEI) services for CRM projects located in the Upper Savannah, Lower Savannah, Lowcountry, and Berkeley Charleston Dorchester Councils of Government regions. Surveyors provided GPS control surveys, wetland surveys, topographic surveys, utility surveys, as-built surveys, and right-of-way surveys.

Daniel Island, SC

Davis & Floyd provided full architectural and engineering services for this 190,000 square foot school designed to accommodate 1,200 students in grades Pre-K to 8. As a full-service, state-of-the-art facility, it contains administrative / office areas, cafeteria, media center, multipurpose center, band room, chorus room, string room, art rooms, classrooms, and gymnasium. Various cutting-edge technologies for information, building, and fire protection systems enhance the school’s design. The structural steel framing system allows for maximum flexibility. Designed to be an integral part of the surrounding residential neighborhood, the school’s building and recreational areas are utilized by the community.

For this project, we received the 2006 PACE (Palmetto Architecture, Construction & Engineering) Merit Award and 2007 American Council of Engineering Companies of South Carolina (ACEC-SC) Engineering Excellence Award (highest finish) in the Building / Technology Systems category.

Davis & Floyd has completed design and permitting of the Spring / Fishburne drainage improvements that will serve to alleviate frequent and damaging flooding conditions within approximately 20% of the Charleston peninsula and along US 17 between the Cooper River and Ashley River. Improvements include conventional drainage infrastructure in addition to a series of shafts and tunnels, and a large stormwater pump station and outfall between the Ashley River bridges. Estimated to cost approximately $145 million, the project is currently seeking funding through the American Recovery and Reinvestment Act (ARRA) of 2009 and its Transportation Investment Generating Economic Recovery (TIGER) grant program though the USDOT.
