EMMETT I. DAVIS, JR., PE
CHAIRMAN
Born in Greenwood, South Carolina, Emmett Davis, Jr. graduated from The Citadel in 1950 with a BS in Civil Engineering. He served twelve years with the Corps of Engineers, US Army Reserve. Since the early 1950s, he has been a practicing registered professional land surveyor, civil engineer, and senior project and corporate manager. His earliest civil engineering project management assignments included multi-million-yard earthmoving and airfield paving projects at United States Air Force Strategic Air Command bases throughout the Southeast.
    
 
JERRY R. TIMMONS, PE
CEO & COO
As principal-in-charge for numerous projects, Jerry Timmons provides design coordination, management, and contract administration. He prepares the scope of work, proposal documents, negotiations, and coordination and administration of contract requirements. For highways and bridges, his experience includes site selection, environmental permitting evaluation, topographical surveys, rights-of-way, and highway designs. He ensures that the team receives the firm's full support, including the highest quality personnel and technical resources required for successful and timely project completion.
    
 
STEPHEN L. DAVIS
PRESIDENT
Having worked at the firm since 1986, Stephen Davis is responsible for project coordination, business development, partnering, governmental affairs, and outside investments. He has developed close working relationships with local, state, and federal officials throughout his engineering career and 8 years of service on the Department of Natural Resources Board. He is a principal in the ownership and management of family-owned timberlands as well as a participating partner in traditional neighborhood developments, including Habersham in Beaufort, South Carolina, and a project in Nashville, Tennessee.
    
 
ROLAND L. POWELL, PE
PRESIDENT & COO - ENVIRONMENTAL / LABORATORY
Roland (Rudy) Powell has extensive experience as a consulting engineer in environmental engineering and process design. Having worked as a project engineer and manager, he currently is the president and chief operating officer of the Environmental Division. Throughout his career, Rudy has been involved in the preparation of environmental studies to assess the impacts of proposed activities. These studies were performed in compliance with the National Environmental Policies Act (NEPA).

CORPORATE VICE PRESIDENT
As corporate vice president, Emmett "Mett" Davis manages the Greenville Office. He has produced designs for and coordinated a wide variety of multi-disciplined projects, including highway and bridge projects for the South Carolina Department of Transportation (SCDOT), South Carolina counties, and industries. He has been involved with projects for a number of military installations in the Southeast.
    
 
J. DONOVAN DUKES, PE
SENIOR VICE PRESIDENT
Donnie Dukes serves as principal-in-charge of a wide variety of multi-disciplined projects involving site development, roadways, water and wastewater systems, and buildings. He regularly provides advice and guidance to various public and private clients in the areas of environmental issues and regulatory requirements. He is thoroughly familiar with policies and procedures of local, state, and federal regulatory agencies, including South Carolina Department of Natural Resources, Ocean and Coastal Resource Management, US Environmental Protection Agency, US Fish & Wildlife Service, and US Army Corps of Engineers.
